Development Impact Bond (DIB)

The First Palestinian Employment Development Impact Bond (DIB), known as F4J DIB I, is an initiative designed to connect job seekers with relevant employment opportunities by providing targeted training in skills that employers need. In its first phase, the program enrolled 1,350 young Palestinians (653 of whom were women), with the majority between the ages of 18 and 29.
The DIB is managed by a private limited company, Finance for Jobs Consulting Services, which facilitates the work by implementing training through local Service Providers (SP) and maintains the connection with the social investors and the outcome funders. The DIB offers skills training and job placements for specific job sectors and builds strong partnerships with the private sector to ensure the program's long-term viability.
Initially, F4J DIB I concentrated on job placements in the healthcare, industrial, and construction sectors. Based on market needs assessments, the DIB expanded its targeted sectors to incorporate various other fields, including ICT, education, furniture and carpentry, and business and finance. The DIB contributed to closing the gap between academic qualifications and the job-specific skills required in the Palestinian labor market, leading to sustainable employment outcomes.
The second phase of the DIB was launched in December 2024 and is expected to finish at the end of 2027.
