 Emergency Response Program (ERP) Grant

Aims to provide temporary financial support to Palestinian small and medium enterprises (SMEs) to help sustain business operations, preserve employment, and enhance resilience during a period of acute economic disruption. The instrument targets financially viable SMEs operating in priority sectors, with between 5 and 49 employees and annual sales ranging from US$100,000 to US$3 million. The ERP grant will target eligible and qualified SMEs across the West Bank operating in the most impacted sectors adversely affected by the economic downturn. The targeted sectors include agriculture, agribusinesses, and food processing, light manufacturing, including recycling, furniture and wood industries, textile, garments, and clothing industries, with special attention to SMEs involved in producing inputs for other related industries as well as those focused on the production of import substitution products. 

The Emergency Response Program (ERP) provides grants of up to US$50,000 to deliver marginal financing that supports up to 50% of eligible project costs. Eligible expenditures include the acquisition of new machinery, the upgrade of existing equipment, employees' salaries, utility bills, and rent for a period of up to six months. In addition, the ERP covers up to 70% of the cost of technical assistance requested by beneficiaries to strengthen their operational capacity and business resilience.

Benefiting SMEs may receive one or more of the above-mentioned support options, subject to technical analysis by the F4J team.
