Business Revitalization Program (BRP) in West Bank
The Finance for Jobs (F4J) Project, a Ministry of Finance and Planning project funded by the World Bank and implemented by DAI, aims to support the recovery and revitalization of Palestinian enterprises following unprecedented economic distress. As part of this effort, F4J is pleased to announce the launch of the Business Revitalization Program (BRP) in the West Bank, implemented through the Investment Co-Financing Facility (ICF) Grant Fund.
The BRP targets private-sector firms in the West Bank that have been affected by the economic crisis and operate in productive sectors, including Agriculture, Agribusiness and Food Processing, Light Manufacturing, Green Technology, and Recycling, as well as firms producing inputs for related industries or import-substitution products. The program supports viable firms seeking to expand or scale up operations, diversify products or services, pivot their business models, improve competitiveness, and access new markets. Eligible firms must demonstrate credible growth potential through a viable Revitalization / Growth Plan valued between US$50,000 and US$500,000, with the potential to create and sustain at least five jobs, strengthen business continuity, restore or expand productive capacity, and achieve sustainable growth. The BRP provides a grant covering up to 50% of eligible Revitalization/Growth Plan costs, with a maximum grant contribution of US$100,000 per firm. Support may cover one or more of the following areas, tailored to the firm’s level of readiness and specific needs to implement its Revitalization/Growth Plan:
- Up to 30% financing for the purchase or upgrade of machinery, equipment, and production lines to implement the revitalization and growth plan, leading to increased production capacity, product diversification, improved productivity, and greater adaptability to changing market conditions.
- Up to 50% financing for the essential operating costs, including salaries, utilities, rent, and other operational costs.
This type of support applies only to firms with viable revitalization and growth plans that require a transitional period to maintain business continuity and preserve employment while implementing their revitalization and growth plans, and is subject to the assessment of the F4J Project Team. - Up to 70% financing for the technical assistance services, including certification, product development and packaging, market research, specialized consultancy, and market development, where directly linked to the revitalization/growth plan and necessary to strengthen competitiveness, resilience, and market access

The limited available budget and all support will be subject to funding availability and fulfillment of program requirements. Applications will be reviewed and processed on a rolling, first-come, first-served basis, subject to meeting the eligibility and selection criteria.
